It would if you had blast resistant armor. I would assume it would be expensive and people wouldn't just litter the world with it. Or they could make it so it can only be used on claimed land by the land owners.
Not really sure if it's something you can do. But it's hard to set traps in minecraft. And with all the xraying going on I think some modified traps would be benifitial. Maybe make some specialty items like invisible pressure plates and or invisible/camouflaged TNT blocks. I think it would...
