Holy Cow, what a technicality. Noticeable light blue armor bannable, skin made to look identical to uniform, not. I have been playing this game wrong for too long.

But in all seriousness though Slysnow, you can tell that the guy isn't wearing armor from a mile away, personally I don't see the reason why the blue leather or skin could get you ban, both are very noticeable, actually more noticeable than a player on invis (says the guy that reports players for uniforms violations all the time, I KNOW, but it doesn't deny that it is super obvious). If it is decided to no longer be a rule I will happily stop screenshotting every damn person that does it.
