"regular pvp"
The old version of pvp has been referred to as regular pvp, its not an unheard term. , and every server has switched back to the "Four year old version" because its much better because the new system is awful.
You're free to go ahead and join every other server.
I mean its an easy fix that I want to see the suggestion follow through, not quite sure what is stopping it from happing other than the few people who took the time to get decent at it. It would add a much need pvp aspect to the server because as it seems pvp is pretty dead aside from few moments, but hey you're the owner and you run the show!

Nobody switched back to the old version; they stayed with it when 1.9 came out because nobody knew how to pvp when 1.9 came out, and the initial backlash was very strong, so nobody wanted to risk their playerbase to update to the new pvp. Do you have some list of servers that became 1.9 and then went back to 1.7? I know for a fact hypixel, velt, badlion, minehq, hivemc, all the good servers, never even switched to 1.9.
Yes they didn't switch because noone liked the new pvp and the new pvp was bad. And some of those servers you can join on 1.12, but the pvp functions still go back to the old, better pvp, because they know that the new pvp is not good for a pvp server. This doesn't even matter anymore because nothing is going to change.
