Why do you feel this is worth a report : i think this is valid because he is pushing people out of a safe zone to the cops

This is completely allowed. You should not AFK at spawn with drugs if you want to avoid this happening to you.

There are many reasons, such as giving players time to figure out which route to take or organise their organise their inventories for example, however, to prevent afk players being arrested is not one of them.
