For this suggestion, I make the following assumptions:
1. Raw pumpkins are meant to be a viable drug to sell when one has an excess of pumpkins for sale
2. Raw pumpkins' prices should be balanced for players who don't sell with horses. (Note that if I were to assume that all players run drugs with horses, it would result in a higher raw pumpkin price recommendation, so I'm weakening my argument with this assumption)
3. A player running pumpkins to be converted will sell 33 stacks of pumpkins at a time, as opposed to 35. This speeds up the conversion process.
I calculated that to run an inventory of pumpkins, teleport to home and spawn, and convert, it would take a horseless player an average of:
Trial 1: 2 minutes 6 second
Trial 2: 1 minute 59 seconds
~ 2 minutes 2 seconds full process
I calculated that to run an inventory of pumpkins and make 2 teleports without converting, it would take a horseless player an average of:
52 seconds
54 seconds
~ 58 seconds no conversion
No Conversion: 1 sell / 58 seconds
Conversion: 1 sell / 122 seconds
ratio of speeds: 2.1* as fast to sell without conversion
If we are to assume that there is an excess of pumpkins for the player selling, and that he SHOULD make more money selling raw pumpkins if such a condition is met, then he should make 1 / 2.1* as much money as a player limited by quantity of pumpkins, or around:
48% as much.
Currently, one 33 stack inventory of pumpkins converted sells for $41395 whereas an unconverted inventory sells for $11200 (Booster / seller rates not accounted for because they don't matter in this calculation).

Because the current ratio of prices for converting and not converting has been proven to ALWAYS favor converting, it would make sense that the prices for raw pumpkins be changed to match some number greater than the proposed ratio.
If we don't want to change the price of converted seeds, and $4.9 is fixed, we can calculate the new lower bound for raw pumpkins by multiplying the desired ratio of .48 * (4.9$ / pumpkin seed * 4 seeds / raw pumpkin) = $9.4 / raw pumpkin
With this calculation, we determine that the profit from raw pumpkins should be made greater than $9.4.
I would suggest that some number like $10-12 be the new price to reward people for having farmed to the point where they have an excess of pumpkins.
