I've seen this implemented in other factions servers and it looks pretty cool to be honest. TNT that can shoot out webs, or have a bigger explosion radius, or some even give effects. I think this would be a very cool idea. Also maybe you could either get them from /shop or maybe a Custom TNT Crate could be a thing?
