People join the server a lot just to get banned. If there was something put in place to stop them, the trolls would go away and there would be less frequent bans and the players would also be less annoyed. I think a plugin that disables chat for Mules and Junkies would benefit everybody on the server. Maybe make it possible so Junkies and Mules can message mods asking for help but can't chat outside of that. This way a troll with multiple accounts would have to work a bit in order to troll in chat and would most likely be too lazy to continue being a douche canoe.
