In the picture you can see that he asked for 1.4k and I offered, but under the conditions that he would go off duty.

He took the deal and went off duty, then he said "HERE COMEST HE MONEY" to confirm that he knew he was being paid for going off duty.

I know it's not my place to speak, but he did take the bribe. Regardless if he went off duty before or after payment it's still taking the bribe. It's fairly obvious that he was expecting money for doing it and I bet you he did it in the way he did to make any report against him invalid...
