When I first joined and read the sign, I did not know they would be patrolling the town and chasing you. I thought they would be looking for your base and that's it. Also had to figure out where they couldn't come on my own. Maybe add a small section somewhere else or couple signs in the tutorial specifying where police can't arrest you etc.
A possible solution could be to place a warp sign to the police section explaining you what is arrestable, where you can sell drugs and how police will operate. Once they've read it they can teleport back with a second sign.
