This player often uses minechat which would prevent the pushing, I will have logs checked to see if he logged in on minechat

Thanks for the report. No-push is not something that we can ban for with confidence if the player was AFK and not moving as they could have joined on a mobile app which allows you to view the chat and it blocks player movement.
