Weedx420 running/avoiding combat after hitting near shops

I was standing on the obsidian wall next to shops, trying to msg someone, and Weedx420 was continuously pushing me just far enough into combat and running into spawn, and even if I did not attack him, he'd come back to me, hit me again, and run away until combat tagging expired.

I don't see an issue with this - he was combat tagged as long as he would have been even if he didn't run away, you could have still killed him.
