Police system improvements

I Honestly think /near should be removed in spawn, but let /listcops stay because players can just do /near to see what cops are near which is annoying. I've tried to catch many mvp+ runners but they just do /near and see me on the list and wait for me to go away.

Added a new suggestion I think is very important.

You get new projectile protection and protection enchantments on your swat armour every time you rank up after SWAT. Police kits are coming soon, you'll be able to use those while on duty for some quick items so help in PvP.
