Describe your issue in detail : His plot on creative is made for lag, with full powered redstone tracks with atleast 100 minecarts moving, causing extreme lag. I can't even move or do /plot home, I'm stuck there.
Why do you feel this is worth a report : He ruins the game and lags everyone near spawn. His plot must be removed.
